I'm not positive, but my sense is that parskip is the vertical space
between paragraphs in a standard environment and parsep is the spacing
between paragraphs in a list environment (?).

Hallo Steve, Paul,

yes, in a list environment \parsep is set to \parskip and \listparindent
is set to \parindent.
